Right. Two agencies, two numbers, one earthquake. Let's sort it.

On the record: a shallow quake hit Kumamoto in southern Japan on 28 July. The USGS measured it at magnitude 6.8, eight kilometres deep, and put out a red alert. Japan's own agency reported 7.1 and the top intensity, shindo 7, in Uki and Hikawa. A tsunami advisory went up for the Ariake and Yatsushiro seas and came down about a hundred minutes later.

Different agencies, different scales. Neither one is wrong.
