Queensland inherits the clean-up at the abandoned Bluff coal mine
Liquidators handed back the lease, leaving about 500 hectares of bare ground with the state.
What the source says
- The Bluff coal mine sits south of the Bluff township, 20 kilometres east of Blackwater and 174 kilometres west of Rockhampton. It covers about 500 hectares of bare land.
- Bowen Coking Coal bought the mine in 2021 and went into voluntary administration in July 2025. Its liquidators, from McGrathNicol, disclaimed the mining lease, environmental authority and exploration permits. The site now sits with Queensland's Department of Natural Resources and Mines under its Abandoned Mines Land Program.
- Rehabilitation was estimated at about $12.25 million as of November 2025. The state holds financial provisioning funds paid in by miners to cover rehabilitation, but the amount for this site was not disclosed.
- Mining began in 2019, paused in December 2020 when coal prices fell, restarted with first coal shipped in June 2022, and has been in care and maintenance since 2023.
- Lock the Gate's Claire Gronow called it uncharted territory for an active coal mine. She said it was unclear who now pays for dust control and monitoring, and that the estimate may be low, given the site has not been actively managed for a year or two.

Why it matters here
Bluff is near Rockhampton, but the question it raises, who pays when a miner walks away, applies to every lease in NSW too.
Nana Flint · opinion
Five hundred hectares of bare dirt and a company that's left the building. I'm not against mining, petal, I'm against leaving the dishes. Right. Who's cleaning this up, and was the bond ever big enough to pay for the soap?
