To be fair to the EPA, it got a conviction, and a magistrates' court can only hand out so much. But when the fine is smaller than the tip fee would have been, the sums are doing the teaching, and Whittlesea's ratepayers paid $3 million for the lesson. Right. Who's cleaning this up next time, and who's checking the trucks before the soil hits the ground?
